T25 boosting issue, VERY weird, help me out here.
Ok, so first off there is ZERO boost leaks, the system held 30psi with not problem by boost leak testing it thru the intake of the turbo. It spools(you can easily hear it) but it makes zero boost to the intake manifold. note that wastegate has been checked, it seals, and the actuator is fine.
I hooked up my autometer gauge to the compressor housing, and left my EBC hooked up to read boost from the I/M, so i could see boost from the turbo and from the I/M. I un hooked the wastegate vac line to run free boost to see if it would boost at all. It made 12 psi at the turbo and 0-3psi at the intake manifold only under load in 3rd/4th gear. as you know on free boost the turbo should spool to the sky, and make atleast 20psi, but no, it only made 12. is seems the turbo is not making enough CFM to get the boost to the I/M. there is ZERO smoke, and minimal side to side and minimal in and out play... EVERYTHING else has been checked and still getting no results, the wastegate flap is not broke, there is no exhaust leaks or cracks anywhere, i even wired the flap shut and drove it, and still nothin, even with a boost controller hooked up, no change.
im thinking the turbo is shot and not creating enough cfm due to clearance in the compressor blade not being have to actually fully compress. im fairly sure its the turbo, im not sure what else it could be.
If anyone could shed some light on this that would be very helpful, im sure someone has had a similar problem... please no flaming, im just asking for a little help here, thanks you in advance.
p.s. im pulling the turbo tonight, to take it apart and check the exhaust blades and everything else. Also the motor compression tested great and the leak down was 5-7% across all 4 cylinders.
also someone said something about ignition timing could cause this, but im not to sure on that, either way the turbo should be making more than 12psi at the compressor with the wastegate on free boost.

How do you make boost at the turbo and not in the piping or intake manifold? It's all connected, so how is this possible?

I had this same problem on my bluebird Travis... I thought it was the turbos too so I bought a new gtir t28 and it didn't help... I sold them and both people I sold them to had success with the gtir turbos. See if someone has an extra t25 laying around and try that... Then I thought it was my actuators, so I bought many new ones, still not it. Mine held pressure as well... Zero leaks... Swapped out my BOV's, Blocked it off completely, NOTHING... Over a YEAR of bull shit. Do a compression and leakdown test. Only thing I think I didn't check was my IACV/AAC
I thought I damaged my valve seals by pressure testing so much. It didn't make sense AT ALL... I still never figured it out, car ran fine... just wouldn't build and was erratic.

Obviously you have a problem from the comp. side to the IM as far as a leak... better boost leak test it again with a smoke machine to see if you can see where its leaking. If that is all good most likely the turbo is damaged due to serveral different reasons... Lack of oil, old turbo, worn out seal, etc.

It's not obvious... even though the pressure test will hold it wont build boost. This is why it's confusing. After 20 or so pressure tests on a compressor and with a homemade pressure tester, no drop. That is exactly what was going on with mine.

Obviously its not the turbo, if its making 13psi at the turbo, theres a blockage somewhere between the compressor and the intake manifold. Maybe someone shoved a towel into the intercoooler and its limiting airflow? Check for simple shit like that, pull the whole IC off and make sure nothing is clogging it.

if you can, run just tubing from the turbo to the intake with the intercooler off, that will tell if there is a restriction there or not.

well after checking/adjusting timing(it was reallly laggy and i hadnt thrown a timing light on it, so i finally got the response back, it still spooled the same but) it made 5psi last night to the intake, it spools but i finally think i figured it out... i finally got some puffs of blue smoke from the turbo...so i pull the intake off... it has in and out play, not much but enough to hear a "click" when moving it in and out... and play side to side/up and down..so as a reference i felt my t70 that is known blown..side to side around the same as the t25 but had ZERO in and out.
thanks for the help guys, im pretty sure this is the problem, and just finally started getting the puff of blue smoke to top it off and turn on a light bulb above my head, that it was compressing but not making enough cfm to carry it to the intake.
i also compression tested it again and leak down again to make sure it was indeed turbo smoke... same numbers as last time all good.
p.s. i did hot-pipe the turbo/throttle body and it made more boost but not much, either way, running free boost that turbo should spool atleast 20 psi, and it never reached about 12 at the compressor
feel free to add anymore ideas, if this doesnt work, im gonna burn the damn thing to the ground hahah, at that point ill check the IACV like ameen stated, but i cant imagine what it could be if this doesnt fix it, but im pretty convinced its the turbo

Even if there were blades in the intercooler from the comp. side it would still flow air as long as it didn't put a hole into it.
